The system (102) configured to process the plurality of system parameters to characterize a scene complexity associated with the plurality of system parameters, and map a workload of the electronic device into one or more discrete performance states to generate a first output. The system (102) configured to forecast a plurality of CPU temperatures, and a plurality of GPU temperatures for a plurality of approaching time steps based on the plurality of other parameters associated with the electronic device. The system (102) configured to categorize a system operation into a thermal region amongst a plurality of thermal regions by evaluating each CPU temperature and each GPU temperature against a plurality of predefined thermal limits. The system (102) configured to combine the first output, the plurality of CPU temperatures, the plurality of GPU temperatures, and the thermal region associated with the electronic device to construct an enriched state vector. The system (102) configured to predict a plurality of Q-values corresponding to a plurality of CPU- GPU DVFS actions based on the enriched state vector. The system (102) configured to process the plurality of CPU-GPU DVFS actions to select a Q-value from the plurality of Q-values and an action corresponding to the Q-value to be performed based on the enriched state vector.
