Abstract: A LoRa-enabled artificial intelligence vision-sensor system and associated process provide real-time gender participation analysis, representation authenticity verification, and automated proxy governance detection within rural Panchayat administrative structures. The system architecture comprises three off-grid edge devices: a smart vision data collector device deploying a single-board computer and an RGB camera to capture workspace participant images; a sensory data collector device incorporating an array of PIR motion sensors, occupancy tracking ultrasonic sensors, RFID attendance validation readers, and directional microphone arrays to capture behavioural and speech engagement data; and a web interface terminal running touch-input questionnaire software to gather citizen feedback. Each device is powered by an autonomous solar charging system and uses a low-power LoRa communication transceiver to transmit timestamped, GPS-tagged participation metrics to a centralized gateway hub. The gateway aggregates the incoming telemetry data packets and forwards the combined dataset via a secondary Wi-Fi link to a cloud server, which executes timestamp synchronization, noise removal, and sensor fusion routines. The synchronized data fields are evaluated by a cloud-hosted pre-trained machine learning model configured to compute a quantitative participation score across authenticity and equity boundaries. Upon identifying an anomalous state, irregular participation activity, or an unauthorized proxy presence, the system activates a cloud communication utility to push real-time warning alerts to regulatory bodies, creating a transparent and highly scalable governance monitoring framework optimized for low-resource environments.
