The device includes a base plate, which is removably securable and extending along a portion of a circumference of a wheel rim. The base plate includes a first portion and a second portion extending from the first portion. The 10 second portion is offset from the first portion along a longitudinal axis (A-A) of the wheel rim. The first portion is defined with a plurality of first provisions and the second portion is defined with one or more second provisions. Each first provision of the plurality of first provisions is configured to engage with a first section of at least one wheel fastener of the wheel rim. Further, the device includes a rotation control mechanism disposed in at least one second provision of 15 the one or more second provisions.
