Abstract: ABSTRACT A DECENTRALIZED AGENT SYSTEM FOR MANAGING LATENCY IN DECISION-MAKING DURING HYBRID QUANTUM-CLASSICAL OPTIMIZATION Embodiments of the present disclosure generally relate to distributed multi-agent computing systems, and more particularly relate to a decentralized agent system for managing latency during hybrid quantum-classical optimization. The system (100) includes an interoperability fabric (102) comprising an index (116), an adapter (118), and a blockchain ledger (120). The adapter (118) receives and translates external calls into a communication protocol and interfaces with a registry system and the blockchain ledger (120). The registry system interface (104) generates schema, broadcasts a cryptographic hash and decentralized identifier to blockchain ledger (120). An optimization agent (106) executes a hybrid quantum-classical optimization loop on real-time data and disseminates optimization insights. A quantum-safe governance module (108) manages key pairs, anchors hashes, and maintains a reputation score. A trust and transaction subsystem (122) verifies agent transactions. A deterministic reflex layer (110) includes a safety-state buffer storing pre-validated motion primitives. A priority arbiter performs thermal-latency gate checks.
