The dual-band wearable antenna comprising: a dual-band dual-polarized monopole radiator (102) configured to: generate a first radiated electromagnetic wave in a lower millimeter-wave band with linear polarization and omnidirectional radiation characteristics, and a second radiated electromagnetic wave in a higher millimeter-wave band with circular polarization and dual-beam radiation characteristics; a metasurface (104) comprising a plurality of polarization-converting unit cells arranged in a two-dimensional array and disposed beneath the monopole radiator, each polarization-converting unit cell comprising: a double-layer dielectric configuration; an upper patch configured to initiate polarization-converting behavior; and a lower patch rotated relative to the upper patch to extend the polarization-converting behavior over a higher-frequency range.
