Abstract: ABSTRACT The present invention relates to a community grievance management system (100) configured to technically process, localise, route and monitor civic complaints. A citizen interface layer (2) receives complaint information, while a multilingual NLP complaint parser (5) converts regional-language and free-text input into a structured complaint vector. An evidence verification module (6) compares uploaded evidence with a claimed category and generates a confidence value. A geospatial mapping module (7) resolves the complaint to a specific civic asset and generates an asset identifier. A duplicate cluster detection engine (8) consolidates complaints relating to a common asset. A routing engine (9) determines a responsible department using the structured and asset-anchored record. A priority and SLA risk engine (10) predicts breach probability and updates the probability with ageing and field updates. A workforce-aware allocation module (11) assigns field personnel using skill, queue depth, proximity and travel time. An escalation controller (12) initiates intervention upon threshold crossing. A tamper-evident audit ledger (13) cryptographically links lifecycle events, while analytics (15) generate hotspot and maintenance information. The figure associated with abstract is
