The method comprises: receiving first signature information and first public key information from an electronic device, and sending an upgrade package to the electronic device when the first signature information and the first public key information are successfully verified. The first signature information is obtained by using a private key of the electronic device to sign a first upgrade request, the first upgrade request is used for requesting an upgrade package of at least one vehicle-mounted device, the first public key information is used for verifying the identity of the electronic device, and the first public key information comprises a public key certificate of a public key of the electronic device, or the first public key information comprises the public key of the electronic device. Therefore, whether the received information is tampered can be verified by means of the first signature information, and the identity of the electronic device can be verified by means of the first public key information, so that the security of vehicle-mounted device upgrading is guaranteed."
