Abstract: ABSTRACT “ Uncertainty-Banded Governance of Autonomous Actions upon Distributed Infrastructure ” An electronic control device (100) controls transmission of a state-changing command to a target physical device (115). It receives an action request and sensor data through a telemetry path having no write path from the requesting electronic device (105). A dual-confidence actuation controller (130) determines a predicted operating state, a model-confidence value from stored prediction-error data, and a telemetry-confidence value from sensor-data quality attributes on a common confidence scale. A governing-confidence value, no greater than either confidence value, determines a required clearance from a boundary of a permitted operating region defined by stored constraint data. A smaller governing- confidence value increases the required clearance. Transmission is withheld outside the region; inside the region, it is withheld with continued sensor-data reception and repeated determinations when available clearance is insufficient, or permitted when available clearance is at least the required clearance.
