The method comprises: a terminal receiving a first signaling at a first moment, the first signaling indicating transmission of base station adaptive information, and the base station adaptive information comprising at least one of base station spatial-domain adaptive information, base station power-domain adaptive information, and base station discontinuous transmission (DTX)/discontinuous reception (DRX) adaptive information (110); the terminal acquiring the time for the base station adaptive information to take effect, the time to take effect comprising a second moment when the terminal or a base station transmits and/or receives the base station adaptive information according to the indication of the first signaling, and the second moment being later than the first moment (120); and the terminal transmitting and/or receiving the base station adaptive information on the basis of the time to take effect (130). The method, the apparatus and the storage medium provided in the embodiments of the present disclosure transmit the base station adaptive information on the basis of the time to take effect, thereby effectively ensuring transmission performance and energy-saving effects."
