The system comprises a community interface station configured to receive registration data associated with surplus and required resources from participants of a defined community. A decentralized data ledger records the registration data as immutable entries. A consent-based matching engine determines equitable allocation pairings, while a smart-contract execution unit enforces redistribution conditions and initiates redistribution transactions. A governance control environment facilitates participatory decision-making and accountability, and a conflict-resolution subsystem mediates disputes using consensus-based procedures. A local incentive engine allocates digital incentives to sustain voluntary participation and ethical equilibrium."
