The system includes a computing device configured to capture video and audio during an active interview session, extract multi-modal features, and monitor network performance and device resource parameters. The system further includes a server configured to receive the extracted feature data, perform multi-modal scoring to generate competency scores, confidence values, and quality indicators, and predict near-term resource conditions. A central decision engine coordinates multiple adaptation requests using hierarchical priority-based conflict resolution and generates a coordinated adaptation plan based on predicted resource conditions, monitored parameters, and scoring outputs. The coordinated adaptation plan is transmitted to the computing device and applied to control video quality, modality enablement, and transmission behavior, thereby enabling reliable assessment under varying network and device constraints."
