A feature engineering module generates a risk vector including time-varying and derivative-based features for predictive risk evaluation, and a risk score computation engine determines a risk score representing real-time hardware conditions. A dual-hysteresis state machine classifies system operation into safe, warning, critical, and emergency states. A dual-gate admission controller regulates task execution based on the classified state and a dynamically derived safety budget. An execution module selectively performs local execution, cloud offloading, or emergency throttling. The system enables predictive regulation of workload execution to maintain controlled and stable hardware operation."
