The composition enhances delivery of active pharmaceutical ingredients through skin and mucous membranes by improving hydration, membrane fluidity, and surface interaction, forming a stable micro-structured network that facilitates drug diffusion. It is compatible with hydrophilic, lipophilic, and poorly soluble drugs, and can be formulated as gels, creams, lotions, patches, buccal films, intranasal systems, or ophthalmic preparations. The formulation may include plasticizers, neutralizing agents, preservatives, antioxidants, buffers, and active ingredients, ensuring stability, controlled release, and low irritation. The preparation method involves polymer hydration, neutralization, addition of sorbitol monooleate, and homogenization to produce a uniform, stable, and effective product for pharmaceutical and cosmeceutical use."
