The method (300) includes analyzing (304) the data transmission rate associated with the ODCPE (212) to determine a volume of data transmitted by the ODCPE (212) within a pre-defined time period. The method (300) includes identifying (306) the current state of the ODCPE (212) based on the volume of the data transmitted within the pre-defined time period using a pre-defined data transmission threshold, a first time frame, and a second time frame."
