The at least one memory (104) and the computer program code are configured to, with the at least one processor (102), cause the terminal device (10) at least to perform: receiving a configuration indicating at least one condition; and determining whether the terminal device is allowed to transmit a request for on-demand system information block type 1, SIB1, message of a first cell, based at least on whether the at least one condition is satisfied. The at least one condition comprises at least one of: a condition related to idle mode operation of the terminal device; a condition related to a reception of a network indication; a condition related to an amount of data in an uplink data buffer; a condition related to an amount of uplink data for a data radio bearer, DRB; a condition related to a delay tolerance of a service; a condition related to a characteristic of a service allowed to be used by the terminal device; or a condition related to a radio condition measured by the terminal device."
