According to the abstract released by the Intellectual Property India: "There is provided a user equipment comprising means for: receiving, from a network and storing, at the user equipment, information indicating that the user equipment is restricted from connecting to the network via one or more radio access technology, RAT types, the one or more RAT types comprising a second RAT type; receiving, from the network, and storing, at the user equipment, information indicating that the user equipment may attempt to connect to the network via one or more RAT types comprising the second RAT type when a first RAT type is in a disaster condition; determining that the network is in a disaster condition for a first RAT type; determining, based on the stored information, that the user equipment can attempt to connect to the network via the second RAT type while the network is in the disaster condition for the first RAT type; and sending, to the network, a registration request to attempt to connect to the network via the second RAT type."
