According to the abstract released by the Intellectual Property India: "There is provided a user equipment comprising means for: receiving, from a network and storing, at the user equipment, information indicating that the user equipment is restricted from connecting to the network via one or more radio access technology, RAT types and one or more second timer values associated with the one or more RAT types, each second timer value indicating a time during which the user equipment is restricted from connecting to the network via the associated RAT type, the one or more RAT types comprising a second RAT type; receiving, from the network, and storing, at the user equipment, information indicating that the user equipment may attempt to connect to the network via one or more RAT types comprising the second RAT type when a first RAT type is in a disaster condition and information indicating a first timer value indicating a time upon expiration of which the user equipment may connect to the network via the one or more RAT types; determining that the network is in a disaster condition for a first RAT type; while the second timer is running, determining, based on the stored information, that the user equipment can attempt to connect to the network via the second RAT type while the network is in the disaster condition for the first RAT type, stopping the second timer and removing or ignoring the second timer; and sending, to the network, based on the first timer, a registration request to attempt to connect to the network via the second RAT type."
