A data control unit (104) processes the separated datasets comprises a processing module (302) having a memory (304), a processor (306), and a data storage (308). An augmentation module (310) performs data augmentation on the static dataset (204) and dynamic datasets (206). A dual encoder module (312) comprising a static encoder (314) and a dynamic encoder (316) generates spatial and temporal feature representations respectively. A skip connection module (318) transmits intermediate encoded features to decoding stages, while a fusion layer module (320) fuses spatial and temporal representations to form an integrated spatiotemporal representation. A decoder module (322) reconstructs forecasting outputs, which are delivered for visualization and analysis by an output module (106)."
