The method further includes determining a plurality of network conditions based on the one or more received network parameters. The method further includes determining whether the plurality of network conditions satisfies one or more predefined criteria based on the one or more received network parameters. The method further includes classifying a set of User Equipments (UEs) into a premium class and a non-premium class in response to the plurality of network conditions that satisfy one or more predefined criteria. The method further includes transmitting an RIC control request (e.g., 108a), based on classification, to initiate a change of CU-UP procedure for the set of UEs associated with the non-premium class."
