The system can comprise at least a first terminal device and a server, wherein the server can store at least one satellite message sent to the first terminal device. The first terminal device sends a query request packet to the server via a satellite in response to a user's operation to request to receive the satellite message; and when the server queries the at least one satellite message according to a user identifier on the first terminal device, the first satellite message in the at least one satellite message is returned to the first terminal device. In this way, the first terminal device can receive, by means of active querying, a satellite message to be received."
