A carrier phase comprising water and ethanol (101) is heated below 80 C (102), and the resin is formed by sequentially integrating a biopolymer matrix system (103, 201), a biodegradable network forming system (104, 202), a rheology modifier system (105, 204), a nano reinforcement system (106, 203), and a non fluorinated outer surface forming system (107, 205). The resin is applied on or with a packaging substrate or shaped body (302, 405) as a single functional biopolymer resin body (206, 301), which forms a compositionally differentiated biodegradable packaging skin (207, 303) having a matrix rich barrier region (208, 306, 403) and an outer surface enriched region (209, 304, 401)."
