The method (100) acquires civic energy consumption data in step (102) from smart meters and IoT sensors deployed across residential, commercial, and public facilities, preprocesses the data in step (104), trains multiple anomaly detection models in parallel in step (112) where each model uses a different algorithmic approach, applies an ensemble voting mechanism in step (116) that combines predictions using a threshold mechanism requiring consensus from multiple models to classify data points as anomalous, generates interpretability values in step (120) that quantify feature contributions to anomaly detection decisions, and outputs anomaly predictions with feature contribution explanations in step (122) for civic energy optimization."
