A first WTRU may receive, from a first network node, a first message comprising a service authorization. The service authorization may include a first priority value associated with the first WTRU. The first WTRU may receive, from a second network node, a second message. The second message may include a supported service indication and a second priority value associated with a second WTRU. The first WTRU may determine, based on the supported service indication and the second priority value, the second WTRU. The first WTRU may establish a direct connection with the second WTRU based on the determination."
