A fusion engine (130) generates a residual-based confidence value that admits processing only during physically stable dwell, improving reliability over conventional uncorrelated sensing. A gain-normalized condition map generated by an image-analysis processor (150) enables robust regional descriptor formation (160) and K-of-N matching by a comparator (162), tolerating repainting, dents, or wheel replacement. A scheduler with cache (180, 180e, 182) and configuration module (170) reduces computation and deployment cost through venue-adaptive operation. Optional battery (190, 191, 192) and fuel (195, 195a, 195b) modules provide synchronized fraud detection. Applications include fuel stations, toll booths, parking systems and EV-charging facilities."
