A first safety controller (201) and an electrically isolated second safety controller (202) receive inputs from pressure, flow and gas sensors (111-116) and independently execute hazard-evaluation logic. A voting logic engine (204) dynamically selects controller-agreement modes based on controller health monitored by a health monitor (209). A deterministic state resolver (205) enforces a single system state per control cycle. Hazard confirmation is performed by correlating pressure decay, flow imbalance and gas concentration using a hazard-confirmation module (206). Hydrogen-priority isolation logic (207) closes a hydrogen isolation valve (121) before an LPG isolation valve (122) via an actuator interface (123-126). Events are preserved in a data-logging memory unit (303) using timestamping (304) and classification (305). Restart is inhibited by a reset-validation unit (210) until both controllers confirm healthy operation."
